This PR adjusts a couple of the post-selection/subsampling functions to take the hamming weight of the right-hand side of the bitstring before the left-hand side. This aligns the non-chemistry portion of the API more with the chemistry portion, in that users can consistently pass the number of alpha electrons before the number of beta electrons throughout the workflow.
